I can confirm that downgrade is possible from iOS 7 beta 1 to any latest publicly released iOS version. Apple has mentioned in its iOS Dev Center that developers can downgrade their device without any trouble.

In case, if you are stuck at black window on your iPhone or iTunes where it says you that your device is not registered with Apple’s developer program, or it cannot verify the update for your iPhone. You can simply use alternative methods to make it work on your device.

There are several ways to downgrade iOS 7 beta 1 to current iOS 6.1.4 or 6.1.3. Some people are achieving the goal using Restore Mode, and some are using DFU mode. If you are encountering an error with TinyUmbrella (Restore Mode) method, then you can easily put your device into DFU mode and connect with iTunes to restore it.

Step 1: Download latest TinyUmbrella for Windows (HERE) or Mac OS (HERE) / Ignore this step, if you are going with DFU mode.

Step 2: Download iOS 6.1.3 or iOS 6.1.4 for your iPhone on desktop.

Step 3: Now connect your device, and put it in Recovery Mode using TinyUmbrella. / Enter Your Device Into DFU Mode.

Step 4: Once your device gets in a recovery mode, you can again use iTunes to point earlier downloaded iOS 6.1.3 or iOS 6.1.4 firmware to downgrade.

Note: In any case, iTunes stop recognizing your device on desktop. You can easily put it in Recovery Mode, and can downgrade to most stable and publicly released iOS 6.1.3 or iOS 6.1.4.
